About IHL at MRCS

Upholding Humanity Through International Humanitarian Law

The Malaysian Red Crescent Society is Malaysia's auxiliary to the public authorities in the humanitarian field, mandated under the Malaysian Red Crescent Society (Incorporation) Act 1965 to support the country's obligations under the Geneva Conventions of 1949 and their Additional Protocols. This mandate places the promotion and dissemination of International Humanitarian Law (IHL) at the centre of MRCS's institutional identity.
Our Framework

MRCS IHL Framework 2026 to 2030

The Legal Department leads MRCS's IHL work, guided by the MRCS IHL Framework 2026 to 2030. The Framework is structured around four Areas of Focus:

Area 1

Coordination and Institutional Readiness, building the internal foundation for sustained IHL work across MRCS.

Area 2

Awareness and External Engagement, including IHL Month each August, engagement with universities and government stakeholders, and the IHL Academic Circle.

Area 3

Capacity Building and Trainer Sustainability, developing a certified pool of MRCS trainers and a broader IHL Youth Programme.

Area 4

Applied Practice and International Engagement, positioning MRCS within the Red Cross Red Crescent Movement and the Southeast Asia peer network.

Building IHL Through Strategic Partnerships

MRCS's current IHL programme builds on earlier work with the ICRC, including the launch of Promoting Respect for International Humanitarian Law: A Handbook for Malaysian Parliamentarians at Parliament in May 2022, jointly with the Ministry of Foreign Affairs and the Institute for Political Reform and Democracy (REFORM Malaysia), coinciding with the 60th anniversary of Malaysia's accession to the Geneva Conventions in 1962.

MRCS works in close cooperation with the ICRC Mission in Kuala Lumpur, the MRCS Legal Committee, and academic and government stakeholders in Malaysia to advance IHL in Malaysia in line with the Fundamental Principles.
