Restoring Family
Links (RFL)
Restoring Family Links (RFL) is a humanitarian service of the International Red Cross and Red Crescent Movement that helps prevent family separation, restore contact between family members, and clarify the whereabouts of missing loved ones.
Malaysia is located along the Andaman Migration Sea Route and is one of the main destination countries for people fleeing conflict and humanitarian crises, particularly from Myanmar. As a result, Malaysia hosts large numbers of documented and undocumented migrants, including vulnerable populations such as displaced persons from Rakhine State and other conflict-affected communities. Many individuals may lose contact with their families during migration journeys, detention, or other humanitarian situations.
As part of the global Family Links Network (FLN), the Malaysian Red Crescent Society (MRCS) works closely with the International Committee of the Red Cross (ICRC) and National Red Cross and Red Crescent Societies worldwide to help restore and maintain family contact.

Family Contact Services
MRCS provides services that help individuals re-establish and maintain contact with their families, including:
These services support individuals affected by conflict, migration, disasters, detention, and other humanitarian situations where normal means of communication are unavailable.
- Phone call services
- Red Cross Messages (RCM)
- Salamat (Safe and Well) Messages

Immigration Detention Centre (IDC) Activities
MRCS conducts Restoring Family Links activities in selected Immigration Detention Centres with the support of the ICRC.

- Facilitating phone calls between detainees and their families in Malaysia or abroad.
- Providing Salamat Messages or Red Cross Messages when direct communication cannot be established.
- Supporting detainees in restoring family contact through appropriate humanitarian channels.
Tracing Services
MRCS accepts tracing requests for family members who have been separated as a result of:

Family Links Network
The Family Links Network is a global network made up of the International Committee of the Red Cross (ICRC), National Red Cross and Red Crescent Societies, and the International Federation of Red Cross and Red Crescent Societies (IFRC).
Through this network, MRCS is able to coordinate tracing requests, restore family contact across borders, and support vulnerable individuals separated from their families worldwide.
