The Malaysian Red Crescent (MRC) is seeking a proactive and technically competent EOC cum Information Management (IM) Officer to support the operation of the Emergency Operation Centre (EOC). The role involves managing disaster-related information flows, supporting emergency coordination, data management, reporting, and operational support in collaboration with internal departments, government agencies and Red Cross Red Crescent Movement partners.
Key Responsibilities
The EOC cum IM Officer will be responsible for:
• Supporting the setup and operation of the MRCS Emergency Operation Centre (EOC)
• Collecting, managing, analyzing, and visualizing disaster-related data
• Developing situation reports, dashboards, and information products for internal and external stakeholders
• Coordinating with government agencies, humanitarian partners, and MRCS State Chapters during emergencies
• Supporting emergency preparedness and response activities nationwide
• Supporting IM needs for donor-funded and collaborative projects
• Providing technical and information support during DRR, emergency exercises, and response operations
Minimum Requirements / Qualifications
- Bachelor’s degree or technical background in Information Management, Data Science, Geoinformatics, Disaster Management, Environmental Science or related field.
- 1 – 3 years of experience in information management, data science, geoinformatics, dashboard development or any related technical roles
- Proficiency in data tools (e.g., Excel, Power BI, GIS, Kobo, etc.) is preferred
- Strong written and verbal communication skills (Bahasa Malaysia & English)
- Ability to work under pressure during emergency operations
- Able to collaborate with multiple stakeholders
- Willingness to be deployed or work irregular hours during crises (if required)

Skill & Competencies
- Proficiency in Microsoft especially Excel.
- Basic to intermediate GIS skills (QGIS or ArcGIS).
- Ability to develop & maintain dashboards (Power BI, ArcGIS Dashboards or equivalent).
- Understanding of data validation, structuring and version control practices.
- Ability to transform raw datasets into clear visual outputs.
